Junction and Conscious Investment Management Partner to Deliver Affordable Housing in Tonsley, South Australia under the Housing Australia Future Fund
January 27, 2026
Housing Australia, leading South Australian community housing provider Junction and Conscious Investment Management (CIM) have partnered to develop 63 new dwellings in Tonsley, South Australia. The homes will be delivered as affordable housing underpinned by funding from the Housing Australia Future Fund Facility (HAFFF), supporting the Federal Government’s goal to increase the supply of long-term, secure housing across the country.
The project is being financed through a combination of capital from Junction, CIM’s managed funds, and Housing Australia. Junction is managing the development and will own and operate the homes post-completion. CIM has structured its financing such that Junction retains ownership of the properties beyond the life of the HAFFF program. This is designed to see the properties remain as affordable housing in the long term and demonstrate a replicable and scalable model for community housing partnerships nationally.
Located within the Tonsley Innovation District, and nearby to existing Junction homes, the new housing will place residents close to public transport, education providers, health services and employment opportunities. The project will deliver high-quality, energy-efficient dwellings designed to reduce living costs for tenants and support sustainable community outcomes.
The Tonsley development comes at a time of significant need in South Australia, with the state experiencing rising rental stress and long waitlists for secure housing.
Junction is a leading South Australian non-government housing provider, managing approximately 2,400 properties and offering social and affordable homes to more than 4,500 people. Their portfolio strongly supports vulnerable groups – including individuals recovering from domestic and family violence, young people at risk of homelessness, and families facing economic hardship – by providing long-term community housing and wraparound support services.
“The partnership between Government, Community Housing Providers, and the private sector is key to addressing the housing crisis now, and creating opportunities into the future,” said Maria Palumbo, CEO of Junction. “We are grateful to Conscious Investment Management for working with us to help deliver the safe, affordable housing that South Australians so desperately need.”
“What impresses us so much about working with Junction is that they don’t just provide housing, they create communities” said Laurie Berrange, Director at CIM. “Our partnership together shows how private capital and community housing providers can work together to deliver housing that remains genuinely affordable.”
